Working in the Middle East , we have jobs where people have to work in the hot sun and others where they work in the Air conditioned atmosphere. I would like to know your thoughts on whether these environmental conditions warrant an 'Hardship Allowance' or putting into a' higher grade' in the organisations structure or simply ignore it as 'people have a choice to take up a particular job'

Most of the organization has a compensation philosophy. Your decision will depend on your organizational philosophy. However, 'Hardship Allowance' may be a suitable option and not 'higher grade'. It would be a good idea to benchmark against industry practice.
